Chester Upland School District issued the following announcement.
Chester Upland School District and Receiver Dr. Juan Baughn have appointed Dr. Carol D. Birks as the District’s new superintendent. Dr. Birks was chosen after an extensive nationwide search conducted by the Delaware County Intermediate Unit.
Dr. Birks has worked with all levels of education, from pre-kindergarten through master’s degree. She most recently served as superintendent of New Haven Public Schools in Connecticut. Prior to that, she served as assistant superintendent and chief of staff for Hartford Public Schools. Throughout her career, Dr. Birks has served in a variety of educational roles, including a principal, teacher, adjunct professor, and executive leadership coach, among other roles.
“I am extremely grateful, humbled and honored to have been selected to serve as superintendent for Chester Upland School District,” said Dr. Birks. “I look forward to working closely with Receiver Baughn, board members, students, families, staff, faculty, and administration to continue to move Chester Upland School District on a path of continuous improvement.
“I will begin my tenure as superintendent with a comprehensive Entry Plan. One component of this will be listening and learning tours, which will include multiple virtual meetings such as community forums, townhall meetings, coffee and conversations, and focus groups beginning in mid-July.”
In addition to her professional career, Dr. Birks also has a strong commitment to civic engagement. She has served on several non-profit boards of directors, including advisory boards for colleges and universities. Dr. Birks is an active member of Delta Sigma Sorority Inc.; The Links, Incorporated; and The Greater Fairfield County Foundation Incorporated. She is also a regional board member for Hartford Healthcare St. Vincent’s Hospital.
“Dr. Birks brings an extensive career, serving in nearly every facet of public education, to the Chester Upland community,” said Receiver Baughn. “I am confident that Dr. Birks will continue developing the foundation we’ve built the last three years.”
Dr. Birks earned her bachelor’s degree from Hampton University, master’s degrees from the University of Bridgeport and Columbia University Teachers College, and doctoral degree from Columbia University Teachers College.
